Just for clarity, is expiration checked against the system clock (ie
real time), which is what I assume from other statements in that
email?
I'll assume the same applies to event/function delay unless you say otherwise.

if so I need to run some tests to see what caused the assumption that
it checks versus the current . (maybe the push of processing that
takes longer than the timer interval to complete) =S

Correct: checks for timers are against system time, as are checks for event delays and function sleeps. These checks are made when it is the script's turn to run, just before the script is run.
